Gordon Rees Scully Mansukhani Seattle Partner Meredith Thielbahr and San Francisco Senior Counsel Matt Peng will serve as panelists at the American Bar Association’s (“ABA”) Forum on Construction Law’s first virtual conference.
Thielbahr will participate in a session entitled “When the Feds Come Knocking: Anatomy of an Internal Investigation and Managing Risk under the False Claims Act,” on Thursday, February 25 at 4:30 p.m. Eastern. This presentation offers Ethics CLE credits. This session will address recent developments under the False Claims Act that drive procurement fraud prosecutions and related investigations, the anatomy of internal investigations, commencing with a target’s receipt of a Civil Investigative Demand or federal raid, managing risk related to government stimulus funds under the CARES Act.
Peng will participate in a session entitled, "Fundamentals: Termination, Job Completion, and Contractor Payment," on Thursday, February 25 at 1:00 p.m. Eastern. This session will address the legal implications of terminating a project or a party from a project, legal requirements for project completion, and general issues regarding payment. This presentation offers general CLE credits.
The ABA Forum on Construction Law’s first virtual conference will provide members an opportunity to connect while also providing attendees with knowledge of both fundamentals in construction law as well as discussion of current hot topics. The program includes sessions of interest to a variety of lawyers serving the construction industry. The Forum represents all segments of the construction industry: owners, design professionals, general contractors, construction managers, subcontractors, suppliers, insurers and sureties.
Thielbahr is a member of the Construction, Commercial Litigation, Product & General Liability and Cannabis, Hemp & CBD practice groups. She represents government contract and commercial construction industry clients as outside civil litigation counsel. Her practice focuses on assisting contractors and suppliers in dispute resolution in both the commercial and public contracting arena. She works closely with clients on internal compliance investigations, and handles formal qui tam and government lawsuits. She is versed at interpreting contract and regulatory compliance.
Peng is a member of the firm's Construction practice group and represents a variety of companies and professionals in the construction industry. He has represented general contractors, developers, architects, engineers, and specialty subcontractors in state and federal courts as well as in arbitration tribunals. He has also succeeded in dealing with municipalities and the California Department of Transportation. He has also defended and prosecuted payment disputes, quantity claims, construction-defect matters, and a variety of breach of contract cases, including enforcement of written and oral agreements.
