Matt Horgan is Co-Managing Partner of the Pittsburgh office of GRSM and focuses his practice on the development and management of alternative risk transfer programs, including captive insurance companies and other self-insurance arrangements. 

In that connection, Matt successfully has developed insurance programs, from concept to licensure, in a wide array of settings, both inside the United States and offshore.  His experience and capabilities include evaluating the feasibility of a proposed program, selecting the appropriate vehicle, and assisting with formation and licensing.  Matt also serves as captive general counsel and provides ongoing corporate governance, regulatory and administrative support to his clients, including claims handling, legal defense, risk management and crisis management services. An expert in insurance and reinsurance transactions, Matt frequently assists captive owners in relation to commercial placements, loss portfolio transfers and claims advocacy.

As a member of the firm’s healthcare practice group, Matt has particular expertise in self-insurance arrangements involving healthcare providers, but also consults and advises enterprises in the fields of transportation, construction, products manufacturing, agriculture and energy.  Matt’s diverse experience spans multiple disciplines, including general liability, professional liability, cyber, employment, construction, police liability, regulatory/corporate compliance and commercial liability risks. His client base includes closely held corporations, publicly traded companies, large health systems, physicians and physician practice groups, home-health, long-term care and senior services providers, charitable entities and community organizations among others.

Prior to joining GRSM, Matt served as a shareholder and chair of the health law and captive insurance services groups of a Pittsburgh-based regional law firm.

  • Successful organization of and ongoing service to multiple non U.S. captive insurance/reinsurance entities.
  • Successful organization and management of group captives in Vermont, South Carolina, West Virginia and the District of Columbia.
  • Successful organization of and ongoing service to multiple self-insurance programs and captive entities serving providers of long term care.
  • Successful organization of and ongoing service to multiple insurance entities serving community hospitals and physician groups.
  • Successful organization of and ongoing service to multiple insurance entities serving large healthcare systems.
  • Successful management and legal handling of thousands of claims involving medical professional liability, general liability and commercial matters.
  • Successful management of breach response to numerous privacy and security incidents, including but not limited to hacking cases, lost devices and misdirected private health information.
  • Successful management and handling of healthcare regulatory matters – including licensing, reimbursements, citations and investigations.
  • Proven record of positioning of clients to enhance claims control and to capture the benefits of favorable underwriting and risk management experience.
  • Matt is a frequent lecturer and educator on matters relating to healthcare risk management, providing strategies for successful patient outcomes and claims avoidance.
