David Ries has healthcare experience on behalf of providers and payers and benefits administrators. He was general advice counsel to San Francisco’s health and human services agencies, including during the City’s COVID-response. On behalf of insurers, he has contracted with, credentialed and audited general and specialty hospitals, medical groups, nursing facilities, behavioral health programs, and nontraditional health care providers. David’s litigation practice has included elder abuse, compliance, reimbursement, HIPAA, licensing hearings, benefits eligibility and medical necessity determinations.
David has practiced within managed care, for San Francisco Health Plan and the Health Plan of San Mateo, where his work touched all areas of operations: contracting and compliance, claims, grievances, appeals, utilization management, quality and member enrollment. His client work in managed care has included network contracting and licensing in a dozen states, particularly for Medicaid and managed behavioral health plans.
As a Deputy City Attorney, David advised the City and County of San Francisco’s hospitals, clinics, and shelters, as well as health and human services policymakers and administrators. He represented client agencies in superior court, probate court, housing court, criminal court, treatment courts, administrative hearings, public meetings and mediations.
David clerked for the Honorable Louisa S. Porter, Magistrate Judge (ret.), in the United States District Court for the Southern District of California.
