Biography

Patrick K. Burns is a Partner in GRSM’s Government Contracts, Artificial Intelligence, Commercial Litigation, and Tribal Law practice groups. His practice primarily focuses on state and federal procurement matters, including bid protests at the Government Accountability Office, Miller Act claims, and Contract Disputes Act cases before the Court of Federal Claims and various Boards of Contract Appeals. Patrick also advises contractors on regulatory compliance issues involving the FAR, Davis-Bacon Act, and Service Contract Act, among other regulations.

Patrick’s representation spans multiple industries, including information technology, construction, manufacturing, distribution, and aerospace. A tribal citizen of the Cherokee Nation, he regularly represents Native American tribes in government contract matters.

In addition to his practice, Patrick hosts The Essential GovCon Brief, a monthly podcast covering legal issues affecting the government contracting community, and serves as the editor of the firm’s monthly Government Contractor Update.

Patrick also represents commercial businesses in a variety of litigation matters, such as contractual disputes, construction defects, and defamation. He regularly litigates in federal and state courts nationwide, including Washington, D.C., Virginia, and Maryland. Adept at managing cases through all phases of litigation and alternative dispute resolution, Patrick collaborates closely with both small and large businesses to protect their corporate interests.
